其他州F牌转到nsw的疑问

其他州full C 手动驾照转到NSW， 有驾照持有年限要求吗
我发现新州 网站有两段话 Interstate licences which are the equivalent of the NSW learner, provisional P1 or provisional P2 types of licences will be converted to NSW licences in line with the NSW Graduated Licensing Scheme for New Drivers.If you have held your driver licence for less than 12 months, you will be issued a NSW provisional P1 licence. If you have held your driver licence for more than 12 months but less than three years, a provisional P2 licence will be issued.第二段话说3年内的话只能换P 牌，是对其他州所有级别的驾照还是光指其他州的P 牌 ？
我其他州驾照还不满1年，难道不能换F？国内过往驾照年限能算上吗谢谢 ~
