请教关于维州First Home Bonus的问题

请教大家两个关于维多利亚州First Home Bonus的问题。
1. 规定中的60万是指房子+地的价格还是单纯房子的造价？比如70万的land+home package是否符合条件？
2. 如果我是第一次买房，但买的地上有一栋旧房子，我推掉建新房是否符合条件？  
First Home Bonus
1 July 2010 to 30 June 2012 (contract date)
If you are eligible to receive the Grant, you may also be entitled to receive an additional payment of  $13,000 (for new homes only), known as the First Home Bonus (the Bonus).
To be eligible to receive the Bonus, the purchase price of the property must not exceed $600,000.

The total cost can not be more than 60万.
