这购房合同有问题？

对一个房子感兴趣，律师看完合同和session 32, 发来邮件说：
It is obviously a new subdivision but I gather as the current title states Lot 2 that this is the whole of the second section of the block before it has been subdivided.
Can you tell me if there is a house on the property. I do not see a Certificate of Final Inspection or a Certificate of Occupancy so I am guessing (only) that the building is not yet fully completed.
去看了房子，中介说房主是澳洲人，从房子建好到现在住了小几年，房子看起来是比较新，房主保护的蛮好。
有可能这个Unit是从原来的一块地里分建出来的，但是让我疑惑的是Certificate of Final Inspection or a Certificate of Occupancy 这个本应该也是要体现在合同里的吗？是中介漏发给我了？
毫无经验，故来求救。先谢谢大家的指点。

先让中介问一下房东是怎么回事，是不是漏掉了，如果律师说的是真的，没有certificate 不建议买。lots trouble

必须要这些certificate.
如果房主拿不出来就说明这房子的地契没在council那边分干净，还不能正式过户呢。lz要小心。

中介回信说：
We only have what I sent you. It is my understanding that they are only provided on new properties. The house on the corner used to have this and the 2 next units as 1 block and it was subdivided approx 4 years ago when these units were built. We have a buyer wanting to buy before the auction and making an offer on Tuesday so I would need to know by then if you would also like to put in an offer.
咋感觉这中介有点忽悠人呢？我很confused, 律师说没有这个certificate可能是因为房子还没建好的原因，中介却说当初house是有的，但是subdivided以后就木有了，听起来就觉得不大合理。
