建带顶的pergola, 40 平需要planning permit 吗？还是只要building permit.

In most case, you could not apply a building permit without planning permit, however pergola is one of the exceptions, unfortunately it only applies to the pergola whose floor area is less than 20m2 and height is less than 3.6m.
Generally for a pergola whose area is more than 20m2, a planning permit is required. Yours is about 40m2, roofed, attached to your house (I assume so), hence I reckon you should apply one.
Anyway, my comments are for your information only. It's no harm to call the council and the answer from them is the most authoritative.

Well, it is not just permit. It is actually matter of money and council will charge a big chunk of fee without doing anything.
