请教两个关于setback的问题

Whitehorse coucil关于setback的规定如下：
Minimum setback from front street：
The average distance of the setbacks of the front walls of the existing buildings on the adjoining allotments facing the front street, or 9 metres, whichever is the lesser.
Minimum setback from side or rear boundary at that point：
1 metre plus an additional distance calculated at the rate of 300mm for every metre of height over 3.6 metres.
我有两个问题想请教行家。
1. 到front street的9米setback中是否包括门前的公共绿化带和人行道？比如公共部分宽5米，自家房子是不是只要再向后退4米就行？
2. 如果房子的某一边是Park，没有住户或马路，是否可以豁免side setback的要求？
