建房时森林大火评估是怎么算的？必要的吗？

建筑商发给我的一个报价单上面有这样一些规定，不是很明白，大家能帮忙看看吗？谢谢了
要我支付4850元，不知道是一定必须要改的，还是可以不改的！
4 Bushfire Assessment
4.1 [Council and Regulatory Requirements] Provide Bushfire Attack Level 12.5 to standard floor plan including the $4,850
following:
- Garage vehicular door Ember seal to required areas
- Ember seals to all required weepholes in all required cladding.
- Compliant plumbing connections to Gas meter and Hot water service.
- Foil sarking to underside of entire 22.5° roof with anti-ponding board to required areas.
- Rotary roof ventilator including ember protection as required.
- Aluminium framed flyscreens including aluminium mesh to all openable windows only.
- 820mm wide Soild Core hinged rear garage door.
- Burbank Inclusion Range BAL compliant Front Entry Door.
Provided cost is for a standard house with required facade and ceiling height only, any alterations may attract
additional charges which will be added to the final tender price.
