请问升级drainage plumber报价4000多合理吗

房子再山脚 房周围有积水问题 plumber建议 埋大概20多米的agg line 把水引走 不然会有地基问题   
The only way to deal with the stormwater issue is to install a rubble agg subsurface drain about 1 metre from the rock retaining wall to capture all the water and control the way it is disposed of in to the kerb and gutter.  Depending on the existing stormwater we may be able to cut into the line near the front downpipe to the left of the garage door, rather than taking it to the kerb.
I would propose to install some surface yard gullies to solve the surface water problem, this will also solve the issue of water ponding next to the house.
I would expect the works would take 3-4 days to complete.  I would suggest that we meet on site so I can go over what the works entail and where they would go and what the outcome would be.
Total Price inclusive materials, labour & gst $4,166.00
If this property is a rental I would suggest the quote to be written up as repairs to drainage so that it is treated as a yearly property expense rather than a property improvement and treated as a capital improvement.
