concern about new home insurance

Today we had the practical completion inspection with SS and he told us we must had home insurance from today as it was mentioned in contract.
I checked the contract it sounds right. But when I tried to get some quotes online and was told we had to get the occupation certificate before having the insurance.
So before issuing occupation certificate, the house is uninsured?
