Early construction work will increase over coming weeks.
This follows planning approval for the North West Rail Link’s second Environmental Impact Statement.
Construction activity will take place right along the 23km length of the project as preparations continue for the first of the tunnel boring machines to be in the ground next year.
The North West Rail Link project team will keep the community informed but residents should be prepared for possible delays and changes to road conditions.
Following community feedback to the second EIS, the project will now include:
A review of proposed bus access to and around the new Cherrybrook Station;
Realigning the design of Bella Vista Station, resulting in a second entry to the station and improved pedestrian and bus access; and
Improvements to Old Windsor Road, including widening Balmoral Road, Kellyville, to two lanes each way, and moving it 30 metres north to line up with Miami Street.
The Department of Planning and Infrastructure has also set conditions of approval to ensure potential impacts during construction and operation of the North West Rail Link are managed within acceptable levels, including potential environmental, noise and traffic impacts.
The second Environmental Impact Statement focused on:
Design and operation of the eight new railway stations at Cherrybrook, Castle Hill, Showground, Norwest, Bella Vista, Kellyville, Rouse Hill and Cudgegong Road;
Transport interchanges and commuter parking for 4,000 cars; and
How the rapid transit rail link operates, including rail infrastructure and the new generation single deck trains announced as part of Sydney’s Rail Future.
The first EIS was approved in September last year, giving the planning green light to build the 15km of tunnels, station excavations and starting work on the 4km skytrain section.

EARLY WORKS – FACT SHEET
Important early works are happening along the entire 23km length of the North West
Rail Link and will significantly increase over coming weeks.
The North West Rail Link project team will do everything it can to minimise
disruptions, but please be prepared for possible delays and changes to road
conditions.
Work over coming weeks and months includes:
Castle Hill: Most of Arthur Whitling Park will be fenced off to set up the construction
site for Castle Hill Station, including building an access road.
Castle Hill: New traffic lights at intersection of Terminus Street and Old Northern
Road, opposite Arthur Whitling Park.
Castle Hill: New traffic lights on Showground Road near The Hills Shire Council.
Cherrybrook: Fencing off parts of the construction site for Cherrybrook station,
demolitions, building an access ramp off Castle Hill Road and cultural heritage
investigations.
Cherrybrook: New traffic lights at intersection of Glenhope Road and Castle Hill
Road.
Rouse Hill: Demolitions in the areas of Cudgegong, Tallawong and Schofields
roads.
The process of installing power to the major tunnel boring sites will begin at Bella
Vista, Castle Hill, Showground and Cherrybrook. Utilities like water, electricity and
gas will also be relocated and protected.
Temporary traffic changes will be required during these essential early works. Traffic
controls will be in place to direct pedestrians and motorists and speed limits will be
reduced through construction work zones for the safety of all road users.
