Heritage Conservation Area是否能够建Granny flat

我最近看房，看中了一个在Heritage Conservation Area中的一个房子,准备想要拍卖。
合同上有写这么一条：
“General Housing Code"
Complying Development under the General Housing Code may not be carried out on the land. The land is affected by specific land exemptions:
. The land is within a heritage conservation area. Complying development that is only the erection of a detached outbuilding and construction of a swimming pool may be carried out on the land, if the heritage conservation area is the only specific land exemption.

我想问，根据这个条款，是否能够建Granny flat?
我的理解是可以建detached的Granny flat, 只要满足"the heritage conservation area is the only specific land exemption." 那关键是这句话”the heritage conservation area is the only specific land exemption“ 是怎么理解呢？
另外，这个房子后面已经有一个游泳池了，证明已经是建过的。不知道是否在有了游泳池的情况下，还能建GF；或者游泳池和GF只能建一个？
