前传: 问题的是这样开始的, stratastra发了这么封信:

1. Electronic Keyboard Noise.
We do not have an electronic keyboard. However, if you are referring to the piano, that might be the case and I am happy to clarify. We absolutely never play piano in the early morning or late at night. There is only once a time about 2 month ago, my son got up at 8AM and played the piano while we were still sleeping but I stopped him immediately. We are really always considerate and minimize any possible disturbance to other people. Please, if anyone make a complaint regarding playing piano, I would appreciate if he can report it in a more specific way, for example, at what time, we are not allowed to play piano but we did. I also appreciate, if you could clarify what exact time frame is too late or too early to play piano in a such case? Of course, if the complaint is specifically about an electronic keyboard, then we can disregard this complaint as we do not have one and therefore are not the source of the noise.
接着过了3个星期, 给我回了下面的邮件.
我家是住在一个unit的底层, 因为某个邻居 的complain, strata 发了notification, (我们大概知道, 这个人是新当上了 committee 的chairman, 他不是和我一个门栋的, 因为同一门栋的人关系都很熟很好), strata和他穿一条裤子, 我已经和他们交锋了一个回合, 3个星期前我写了很诚恳的邮件解释我们的情况 和小区的其他住户的情况, 原以为不再是个问题, 不想昨天strata 给我回了邮件, 还是重复上次的两个问題, 我觉得是明显是刁难我, 我很无助, 和上次不一样, 现在他开始以committee名义来转达个人不满了. 我觉的我和合法活动不能被这样无理的剝夺, 我甚至觉的他们在捏我们中国人的软柿子, 如果我一味退让, 那我的生存空间都没了. 请大家评评理, 帮我出出主意, 我该如何做?
1. 不允许我小孩彈钢琴.
我儿子确实每天弹钢琴, 按他目前的耐心, 每天不超半小時且都在固定的白天下午放学, 每次都是关门窗以免影响他人, 此外, council也有关于music noise 的规定, 我们从不违反.

Restriction:
10pm until 8am every day and 12 midnight until 8am on any Friday, Saturday or day immediately before a public holiday
我该解释的也做了, 不知怎么得罪了他们, strata口气很硬且无理, 完全不理会我提出的问题, 让我很困惑, 到底我小孩还能不能弹琴, 我该怎么做来微护我小孩的权益.
2. 不让我谅衣晒被
我的位子在小区的很里面, 我有两个院子, 都用2米高的木头fence隔断的私人空间, they are all invisible from any streets and walk path, 后院阳光時间很短,所以我们在前院晒衣物. 另外, 我上次一经和他们说了, 其他住户比我更甚之, 有院子的装了固定衣架, 没院子的晾在阳台, 而我只使用可移动的衣架, 为什么唯独我很克制但反而不可以? 这个事让我更加觉的不公平, 我非常不开心, 为什么这么针对我? ( 我上次已经写邮件ask for a written permission for hang washing out, 但是strata回信选择性回避了我的请求.) 可笑的是他说只能让我用后院, 不能在前院晒衣, 真是无礼.
既然事情找我头上, 我也不推縮, 在我看来天经地义的合理活动, 不能轻易的被某些本地人剥夺了, 但是我选择开放的态度, 了解他人的想法, 合理表达我的诉求.
下面是strata的邮件, 发上来给大家看看, 你们的回复和意见我都会仔细研读, 限于时间恕我不能一一回复.
Dear "my Name",
The committee have asked us to respond to you as follows:
An owner or occupier of a lot must not create any noise on the parcel likely to interfere with the peaceful enjoyment of the owner or occupier of another lot or of any person lawfully using common property.
The noise complaint refers to your son's piano playing which is heard every time he plays. Your choice in hard flooring causes the noise to be amplified instead of lessened. The volume and consistency creates a disruption to peace of your fellow neighbours.
We respectfully request this disturbance be ceased immediately, to avoid interventions from the Executive Committee, police & the Consumer Traders & Tenancy Tribunal. A suggested alternative is to use an electric piano with headphones.
When the complex was built, your unit was fitted with a washing line in your private western courtyard. The complex is also fitted with two communal washing lines specifically for airing and drying. The trees around this area were recently trimmed to enhance solar access and encourage their use.
It is requested that the washing two portable washing racks be removed from your east facing courtyard and use one of the above alternatives.
As for other units hanging washing in areas visible from outside the building, we will be sending a notice to these lot holders requesting that this behaviour cease.
