旧房是卖价的印花税。一般hlp也是，就是那种先交订金，然后建好搬进去前settle的就是按整个买入价交印花税。但是也有一些不是一般意义的hlp，那种和买地建屋子一样，地先settle，那就只要交地的印花税，以后建的屋子不用交。

The Victorian Government offers a unique concession when you purchase property off-the-plan. The concession applies to purchases of land and building packages or refurbished lots.
It allows a deduction from the contract price of the cost of construction or refurbishment which occurs on or after the contract date. 从合同价中减去建房费用？
Effectively, you only pay duty on the improved value of the land, the non-deductible costs and the completed construction or refurbishment including GST as at the contract date. 这个是只对 improved value of the land, the non-deductible costs and the completed construction 交税？那不是跟上面的矛盾？
Typically, construction will not yet have started at the date of contract, or is incomplete at this date.
