没有身份，纯海外人士买房需要去领事馆做身份公证吗？

爸妈要买房，名字是她们的，没有身份，就是纯中国人。买了房子要办贷款，不同broker说需要提供的材料不一样虽然都是说只能找westpac和st george。一个broker说需要爸妈去上海领事馆做身份证明，填写一个certified identification form，找领事馆人盖章。另外一个说不需要，只要提供工资单和工作证明就可以了。各位broker们，我该相信谁？

Foreign investor
If you are a foreign investor:
- You need approval from the FIRB.
- The investment property must be a new property or vacant land to build a new property.
- You cannot buy an established dwelling as an investment property.
- You can buy a new property in their name and rent it out to your child that is on a temporary visa.

Thanks, you are always helpful. I have already buy the property and get the firb approval. I just want to know if I have to do a ceritifer identification form when making the home loan.

为啥要让父母用海外身份买啊，贷款难，税率高（一律29%，无免税额度，卖的时候capital gain无折扣），选择少（卖外国人需要申请证件，有证件的房子比其他房子价格坑爹20%）
