求助！大家帮忙看一下吧。12年的房子外墙好几个垂直裂缝10mm-15mm。这房子还能买嘛？

最近看了一个房子12年新，双层单砖的，感觉都挺好的。Building inspection已经做过了，但是发现房子左面外墙有很明显的两条挺长的自上而下顺着砖缝的垂直裂缝。
报告这么写的：“Some movement was noted to external walls that should be checked by a structural engineer to determine if a defect exists to foundations and the likelihood of further movement. The incidence of movement at time of inspection to internal/external walls compared to other dwellings of similar age and type of construction is considered HIGH. We are however unable to determine if movement has stabilized and further movement unlikely or further will occur“
详细情况是：“Patch repairs have been carried out in the past and further movement has occurred to these areas which indicate further movement has occurred
Movement noted to be 10mm-15mm in areas. Expansion joints have opened and gaps noted around door frame which also indicate movement”
这个问题到底是不是结构问题啊，还是地基已经有问题了，严重嘛？
还能不能买呢？
