Are you in Melbourne? For water you need to contact your solicitor / conveyancer to organise meter reading on settlement, they will contact the water company. Once settled, they shall do the adjustment on the water account for you, anything that is unpaid by vendor (water bill) will be carried forward into your name (the policies changed since 1/7/2013). And if your property is tenanted, it is the owners responsibility to contact water company of an incoming tenant, they also accept tenant or real estate agent to call, but if owners not making sure this is happening, it is at the end you (the owner) be disadvantaged on getting water usage bill. By the way, you will still remain responsible for water service charge during the time your property is tenanted.
