首次购房补贴需要夫妻两人都有PR吗

查了下官方的解释

You (or at least one applicant) must be a permanent resident or Australian citizen at the time of settlement or completion of construction of the home.
这句话意思是不是说夫妻两人只要有1人是PR就可以享受首次购房补贴了？？怎么记得以前是要求2个人都要有PR。
