Without seeing the site, cannot comment on the quote, but here are just some explanation of your quote, hope this helps:
1. Charged by PCA (normally your surveyor) to approve construction certificate
4. charged by external body - sydney water
7. your architect's fee which includes the complete set of documentation (plans, elevation, sections, schedules & specifications etc.) submitted to PCA for CC approval
8. your architect's sub-consultant (structural engineer)'s fee paid by your architects, and reimbursed from you. Architects may add some profit on top of the quote he received from his consultant.
9. your architect's sub-consultant (civil/hydraulic engineer)'s fee paid by your architects, and reimbursed from you. Architects may add some profit on top of the quote he received from his consultant.
10. charged by your architect for preparing BASIX certificate (sometimes prepared by another consultant)

应该是private certi ...
1. PCA stands for Principle Certifying Authority, who will also issue occupation certificate later on.
2. The fee you paid is for the first stage - "conceptural design". You and your architect have to agree you are satisfied the design concept at the end of this stage.
The fee quoted here is for the second stage - "DA/CC thru council", in your case - granny flat, can be categoriezd under "CDC thru PCA".

应该是private certi . ...
很多surveyor就是private certifier。
