土地污染 land contamination 问题

看了一个duplex, 合同里面的planning certificate under section 149中写着
Land contamination: yes
Note: this is a statement of council policy only and NOT a statement on whether or not the property is affected by contamination or potential contamination.
Note: council has a policy on contaminated land which may restrict the development of the land. This policy is implemented when zoning, land use changes or further development is proposed on lands which are contaminated, or have previously been used for certain purposes and the contamination status of the land is uncertain.
这块地到底有没有污染呢？这个房子属于悉尼 Hornsby shire council.

第一句就写了YES。说地有污染，房子受不受地污染的影响不知道，以后这块地想再建房受限制。

谢谢，那就是说地确实有污染，那怎样才能查出是什么污染呢？这个duplex 才四年新，短期内不会重建，只是担心对健康有无影响

英文不过关吧。property说的是土地+房子，不是单单说的房子。
这个是Council Policy，并不是说土地确认有污染。很多时候，不挖开不知道有没有污染，例如Acid Sulphate Soil。污染的话，也不一定什么都不能干，就是成本高很多。很多向下地方，有污染的话，Council自己本身也不限制再开发，而这个Council明确表示有限制。
最近一个客户什么approval都做完了，做commercial development，结果施工的时候发现土地污染，紧急停工，做了个site specific contamination management plan，多出了不少钱，照样干完。
