没有Occupation Certificate/Building Certificate正常吗？

看一个房子的拍卖合同，突然发现有这样一条：
No certificate
The vendor does not have and is not required to obtain an occupation certificate or building certificate
for the property and completion of this contract is not conditional on either the vendor or the purchaser
obtaining the issue of an occupation or building certificate.
想问一下对老房子来说这样的合同正常吗？还是说这房子根本就是一个违章建筑？

Not required当然就不用了。
有些房子建的时候building surveyor这个职业还没有呢。
