Settle后一般过多久LAND Title会改成新Owner

我们买的房子是3月初settle的，昨天前Owner说最近的水费账单还是在他的名字下。
给Sydney Water打电话，说Land Title还在前Owner名下，Sydney Water要等Land Title改成我的名字后水费账单才会改成我的名字。
询问律师，说是我贷款的银行已经向LPI提交了注册Title的申请，LPI还没处理完毕，所以LAND还没在我的名下。
就是说，理论上这个房子的土地还是属于前房主的？
Settlement距今过去两个多月，这个正常吗？
我要催贷款银行那边吗？

---- 看当时Settle时律师给我的信里写的：
Registration of transfer and mortgage:
Certificate of Title Folio Identifier xx/xxxxxx for the property and the Transfer were handed on settlement to your lender XXX who will arrange for registration of the Transfer at Land and Property Information NSW. Your lender will hold the Certificate of Title for the term of the mortgage.
----》就是说我的贷款银行arrange for registration of the Transfer at Land and Property Information NSW。
我的贷款银行will hold the Certificate of Title for the term of the mortgage.
