澳大利亚规定申请加入澳籍须参加考试

　　新华社供本报专电澳大利亚总理约翰·温斯顿·霍华德11日宣布，希望加入澳大利亚国籍的移民必须参加“公民考试”，并签字承诺忠于该国法律和价值观念，才能获准入籍。
　　霍华德说，“公民考试”的主要内容是英文水平测试，目的是为了“确保移民们能够在工作中理解并使用英语”，同时“对澳大利亚社会、文化和历史具备一定了解”。另外，移民们还需要签字承诺遵守澳法律和价值观，包括民主法则、信仰自由及男女平等。

　　霍华德说，考试适用于在澳居住4年以上申请加入澳籍的新移民。如果遇到不识字的移民，则将使用其他评估方法。
　　霍华德称，政府并不是想通过考试区别对待移民们，不过鉴于偷渡到澳大利亚的非法移民越来越多，加上去年悉尼海滩发生澳公民与黎巴嫩移民之间的种族冲突事件，政府不得不实施更严格的移民政策。
　　霍华德否认考试旨在阻止信仰某种宗教的移民进入澳大利亚。
　　“设置考试并不是为了将一些人拒之门外，或者鼓励另一些人入籍，这不是目的，”霍华德说，考试是为了“保证新移民能够融入主流社会”。目前，考试内容细节尚未确定。

The test will only apply to migrants aged between 18 and 60 who are taking out citizenship, which they can seek to attain after spending four years in Australia.

The proposed residence requirements would only apply to people who become permanent residents on or after commencement of the legislation.
People who are permanent residents before the commencement of the new legislation would only need to meet the current residence requirements (presence in Australia as a permanent resident for periods amounting to two years in the last five years including one year in the last two immediately prior to making the application) provided they applied within three years from the day the legislation commences.

好在新的政策对我们没有追溯权，长舒一口气。

你太过时了，早就承诺新政策只对新的PR有效
