启动oracle management server的问题

2台服务器A,B
A是生产机，B是开发机
但B是A oracle 数据库的management server (偶压根就不懂这是干啥的）
现在出现一个问题，B无法启动management server服务
从services启动oracle8.1 mangement server失败
错误信息：
oms.nohup:
Error starting Oracle Management Server. OEMCTRL for Windows NT: Version 2.2.0.0.0
Copyright (c) 1998, 2000, Oracle Corporation. All rights reserved.
Starting the Oracle Management Server... [main][2006-10-25:8:34:43:671] VdbSession.processError: errorCode >12500ORA-12500: TNS:listener failed to start a dedicated server process

check out metalink.oracle.com thats where you get all the help. your company should have SID for oracle support contract.
My stab-in-the-dark guess is your oracle instance is not started up or the listener setting is wrong or something like that.
Need more information.
One way is go into the command prompt type in: sqlplus /nolog
then: connect / as sysdba
then: startup
if it doesn't start you have problem with database. Something like recovery needed tells you last time it was not shutdown properly.
if it starts you should check listener settings.
