请问卖车的时候保险可以转吗？

一个朋友刚买了3个月的车，现在回国要卖车。车子3月前买了全险，现在卖车车险是不是就没用了，还是可以过户给别人？

全险AAMI的，一共700多一年。如果到4个月的时候取消，能退多少钱呢？
