SECTION 32表中的CAVEAT英文是什么意思啊？求高手解释

越南人房主的S32表有个限制条款，CAVEAT,英文如下：
The caveator claims the estate or interest specified in the land described on the grounds set out and forbids the registration of any person as proprietor of and of any instrument affecting the estate or interest to the extent specified.
Estate or interest claimed:
Interest as Chargee
Grounds of claim:
Pursuant to a Loan Agreement dated 18 OCTOBER 2010 BETWEEN THE CAVEATOR and *****, the registered proprietor
这个INTEREST AS Chargee是什么？
我理解是这个业主贷款，欠公司的贷款的钱，要还钱。此条款说不允许房屋注册。但为什么房东要卖房呢？

我理解：房东和一个公司有贷款，后来欠这公司的钱，被这个公司告了，所以在房产证（TITLE SEARCH)留有一个限制条款。
再具体的是什么就不明白了？

未经此人/公司许可，不能转TITLE，此人/公司很可能是债权人
