澳大利亚电子签证与传统签证的主要不同
01．电子签证申请是按照传统签证方式准备好所有的申请材料后，将相关文件扫描作为附件，通过互联网向澳大利亚位于阿德雷德移民局学生签证海外处理中心提交申请的一种方式，整个申请都在网上进行。
02．提交申请后随时可进入电子签证查询系统，查询申请的审理状况。
03．电子签证申请不再有PVA（预签）的步骤，缩短了签证的时间。目前电子签证平均一至二个月；传统签证一般要三至四个月。
04．电子签证申请需要在递交签证申请前付学费；传统签证是在PVA（预签）后汇学费。
05．电子签证不接受个人申请，只接受授权中介机构申请。

2011年7月12日最新技术移民优先审理顺序动态-第五类申请人
背景知识
2011
年7月1日，移民部长发文调整最新的技术移民优先审理顺序，由原先的4类，再细分为5类，并做了细微的调整。
此前的优先审理顺序为：
1. Applications from people who are employer sponsored under the ENS and the RSMS.
2. Applications from people who are nominated by a state or territory government agency with a nominated occupation that is specified on that state or territory’s state migration plan.
3. Applications from people who have nominated an occupation on the new Skilled Occupation List (SOL) – Schedule 3 in effect from 1 July 2010.
4. All other applications are to be processed in the order in which they are received.
2011年7月1日起生效的最新优先审理进度顺序为：

1: Applications from people who have applied for a Skilled – Regional (subclass 887 Visa)
2: No GSM applications are included within this group
3: Applications from people who are nominated by a state or territory government agency for an  occupation specified on that agency’s state migration plan
4: Applications from people who have nominated an occupation on the Skilled Occupation List (SOL) – Schedule 1 in effect from 1 July 2011
5: All other applications
第5类申请人将收到移民部关于第5类人员的审理通知

据2011年7月12日的最新消息，移民部最快将于今明两天发出大量的电子邮件，通知由于此前受2011年7月1日最新技术移民优先审理顺序所影响，由原先第四类优先审理申请人，而变为第五类，也即最低级别审理的申请人，此类别包含最新SOL列表生效前递交申请的大量技工专业毕业的学生，如西厨，西点等以及非SOL列表提名职业的申请人员。
据估计，将有大约31，000此类别的申请人将收到移民部关于第5类人员的审理通知。申请人不分纸签还是电签，只要在递交签证申请时授权允许电子邮件联系，都将收到移民部的来函通知。如没有提供电子邮件的 ，申请人可于2011年7月15日发一封空白邮件至 gsm.processing@immi.gov.au

而得到含有此通知附件的自动回邮。

主要内容及其分析
1.        
原先第四类优先审理申请人，受2011年7月1日最新技术移民优先审理顺序所影响将变为第五类，也即最低级别审理的申请人

由第四类变为第五类，对此类别的申请人的审理时间影响有限
3.        2011
移民年度的配额为185，000，其中技术移民类别将有72，460的配额
4.        
由于近期技术移民申请量较以往有所减少，预计2011移民年度，将有部分的第五类申请人会获得签证批复

同为第5类优先审理顺序的申请人将按照递交申请的先后顺序，按照早递交早受理的原则进行，但此类别申请人的受理须等更高级别的申请人获得受理后才能进行。

护士/助产士注册语言要求新政2011年9月19日起生效-最新政策
2011年9月19日对于在澳大利亚或其它受NMBA认可的6个国家学习护士或助产士的学生而言是个重要的日子。因为从这一天起，只要学生满足如下所述的要求，即可以在提交护士或助产士注册申请时，豁免提供至申请之日起的两年内的单次IELTS（雅斯）学术类各单项不低于4个7或OET至少四个B或以上的要求。可以说，对高中在澳洲学习或在澳洲学习年限较长的护士或助产士学生而言是一大利好消息。
NMBA认可7个国家为：
?        澳大利亚
?        加拿大
?        新西兰
?        爱尔兰
?        南非
?        英国
?        美国
想获得语言豁免，学生需要满足以下基本条件：
?        在以上所列7个国家完成5年的全时学习，英语为其授课母语；
?        此五年全时学习可以是高中与大学学习，或职业教育与大学学习，或高中，职业教育与大学学习的结合；
?        对于注册护士/注册助产士（Registered Nurses or Registered Midwives）申请者，此5年当中需至少有2年满足护士或助产士初始注册要求的相关课程的全时学习；
?        对于登记护士/登记助产士（Enrolled Nurses or Enrolled Midwives）申请者，此5年当中需至少有1年满足护士或助产士初始注册要求的相关课程的全时学习；
?        对于无法满足以上要求的学生，还需提供IELTS学术类最低4个7或OET B或以上的成绩。
解决对策：
?       注册满足NMBA要求的课程，使申请人满足以上所述5年学习要求，以获得语言要求豁免；
在此过程中，学生可持学生签证或其它有效签证继续完成学业，或考取到7分的学术类IELTS（雅思）或OET B级或以上直接申请护士/助产士注册而顺利申请移民，停止学习，可谓灵活方便

New English Language Skills Registration Standard from 19 September 2011
The revised NMBA English language skills registration standard:
?        still requires registered nurses, midwives and enrolled nurses to communicate effectively in English
?        brings the NMBA English language skills registration standard in line with the standard of the other National Boards, while retaining key profession specific features
?        means that applicants who have completed a minimum of five years (full-time equivalent) of combined secondary and/or vocational and/or tertiary education taught and assessed in English, in: Australia, Canada, New Zealand, Republic of Ireland, South Africa, the United Kingdom or the United States of America are considered to have met the standard and therefore do not need to sit an English language test. All other applicants are required to submit evidence of English proficiency
?        recognises the different education requirements for each category of nursing. For registered nurses and registered midwives, two of these full-time equivalent five years required above must be a pre-registration program of study taught and assessed in English in one of the countries listed above. For enrolled nurses, one of these full-time equivalent five years must be a pre-registration program of study taught and assessed in English in one of the countries listed above
?        gives the Board flexibility to consider and/or grant an exemption to a defined group through the development of nationally-consistent policy, if in the future there is compelling evidence demonstrating English language proficiency equivalent to the standard for a defined cohort
?        is supported by detailed transition provisions for currently-enrolled students who are soon to complete their courses. For example, current students due to complete their course by the end of 2011 or who complete their outstanding course requirements by 30 March 2012 must either meet the Board’s current (to 18 September 2011) requirements in relation to English language skills, or they can opt to meet the Board’s new standard.
Key changes
?        The revised Nursing and Midwifery Board registration standard on English language skills:
?        still requires registered nurses, midwives and enrolled nurses to communicate effectively in English
?        ? brings the Board’s registration standard on English language skills in line with the standards of the other National Boards, while retaining key profession-specific features

留学门槛降低条件更为宽松
1.        留学资金担保门槛的降低：
?        针对３类和４类的学生，资金担保金将做调整，从原先的３类２年资金担保变更为１８个月资金担保，从原先的４类３年资金担保变更为２４个月资金担保。中国留学生一般属于３类或３类，所以此举大大降低了学习担保金的要求（导入日期：2011年末）；
?        通过学校正规渠道安排(Home Stay) 缴付的寄宿费可以作为证明来抵扣对生活费用担保金的要求（导入日期：已导入）；
2.        快速签证审批通道：移民部将不再根据学生的国籍以及打算学习的最高学历课程来决定其评估等级（assessment level），学生只要报读了大学本科、硕士（含研究与授课类）或博士课程，原则上就被认定为低风险的国家，审理进度大大加快（预计2012年上半年导入）。
3.        灵活、低门槛的语言课程：
?        新政策将允许所有国籍的学生最多可学习５０周的语言课程，改变了以往针对３类留学生最多只允许学４０周语言课程以及４类学生最多只允许学习３０周语言课程的做法（导入日期：2012年上半年）；
?        并且取消了英语语言课程入学的语言要求，学生将无需提供语言能力证明而获得语言学习签证，大大节省了时间与金钱上的浪费（导入日期：2011年末）；
?        并且学生监护人将可无限制的 Part Time学习语言课程
?        预计导入日期：2012年上半年
4.        更宽松的学生签证：
?        所有学生签证可最快于正式课程开课前4个月获得批准，学生可以提早来澳旅行了解澳大利亚的风土人情以及学习环境等；
?        预计导入日期：2011年末到2012年上半年
5.        高学历研究型学生优惠待遇：
?        针对硕士（研究类）以及博士生，在正式课程开始后，将可以无限制打工，取消了之前20小时最高工作时限的要求（节假日除外）（导入日期：2012到2013年间）
?        针对此两种类型的学生，学生签证的有效期将比旧政策下延长6个月，以利学生完成论文的答辩与批改
（导入日期：2011年末）
6.        学生工作时间的放宽：
?        现有的政策为，学生在学校非正常学习期间，可打全职工，课业期间，每周只允许打工不超过20小时；
?        调整为每两周不超过40小时
?        预计导入时间：2012年初
7.        废除学生签证自动取消强制性条款：
?        学生签证将不会自动被取消，这样有效地避免了由于地址变更或其它的个人原因而没有收到学校或移民部的预签证取消函而失去了解释机会的烦恼；
?        此新政策，给予了学生更多的空间，有利于学生事前做好预防；
?        预计导入日期为2012年上半年
政策要旨：
澳大利亚政府充分地认识到给予在澳留学的大学毕业生毕业之后一定期限的工作签证，对毕业生而言有极大的裨益。学生可在此期间寻找合适的工作，积累一定的工作经验，以利于其回国之后的职业发展与今后的人生规划。具体规定如下：
?        大学本科学历与硕士学习（授课型）的毕业生将获得为期两年的工作签证
?        大学硕士学历（研究性）的毕业生将获得为期3年的工作签证
?        大学博士毕业的毕业生将获得为期4年的工作签证
政策解析：
?        此工作签证不同于旧有的485临时居留技术类签证，毕业生无需提名任何职业，也无需提交职业技术评估即可申请此工作签证；
?        此签证只签发给以上所提及的高等教育大学毕业生；
?        如需获得此签证，毕业生还需提供ＩＥＬＴＳ最低４个６的成绩证明；
?        毕业生还需满足健康与品行的要求；
?        预计是否具有资格申请此签证，还受在澳学习年限的限制，目前最新政策未公布；　
?        对于无法满足以上条件的毕业生，现有的485签证政策仍旧有效，也即申请人需要满足签证对语言，健康，品行，ＳＯＬ提名职业以及有效的技术评估，并且年龄在５０岁以下等移民法及其条例所规定的其它要求；　
?        此工作签证对于其提名职业不在2011年 7月 1 导入的最新ＳＯＬ政策或无法满足过渡政策的学生而言，提供了留下来的希望，毕竟２到４年的工作签证，学生可以通过很多合法的途径顺利移民澳大利亚，例如配偶签证，雇主担保移民，偏远地区雇主担保移民，州担保移民等；

学生签证新增3类语言考试细则公布2011年10月25日
11年10月25日移民部正式发布通知，从今年11月5日后递交的学生签证申请，将接受除雅思之外的其它三种考试成绩作为国际学生满足语言要求的凭证，此三种考试为：
?        Test of English as a Foreign Language internet-based test (TOEFL iBT) －托福（网考）
?        Pearson Test of English (PTE) Academic －（皮尔森学术英语考试）
?        Cambridge English: Advanced (CAE) test (also known as Certificate in Advanced English).－（高级剑桥英语考试,又名‘高级英语证书’）
备注：
1.        此变革仅适用于学生签证申请者。
2.        新政策从2011年11月5日起实施。
3.        此三种考试成绩也可作为11年11月5日前未结案的学生签证申请者的英语水平证明。

Fact Sheet – Stage One Implementation of the Knight Review Changes to the Student Visa Program
Stage one of the Australian Government’s response to the Strategic Review of the student visa program is proposed to be progressively being implemented before the end of 2011. The majority of these changes are proposed to be implemented on 5 November 2011 and are detailed below.
Reducing the financial requirements for some student visa applicants
The government proposes to reduce the financial requirements for higher risk Assessment Level 3 and Assessment Level 4 student visa applicants on 5 November 2011. This would mean that students who are subject to Assessment Level 3 or Assessment Level 4 will need up to AUD36 000 less in the bank when applying for a visa. Applicants for the non-university sector in particular will benefit from this change.

The genuine temporary entrant requirement
On 5 November 2011, the government proposes to introduce a new genuine temporary entrant requirement for all student visa applicants. This requirement will help to reduce migration risk and maintain the integrity of the student visa program. Student visa applicants will be assessed on whether their individual circumstances indicate that their main aim is for a temporary stay in Australia. Applicants seeking to exploit the student visa program, for example, those whose main purpose is to work, will have their applications refused. Student visa holders who have completed their studies and not obtained a further visa will be required to depart Australia.

More flexible arrangements for English language study
The government proposes to make English language study in Australia more accessible by removing the English language test requirements for higher risk Assessment Level 4 and above stand-alone English Language Intensive Courses for Overseas Students (ELICOS) visa applicants. This change is proposed to commence on 5 November 2011.

Education Visa Consultative Committee (EVCC)
The first meeting of the EVCC was held on 26 October 2011. The EVCC provides a forum for ongoing engagement between the Australian Government and the international education sector regarding student visas. Future meetings are planned to be held quarterly.

On 22 September 2011, the Australian Government announced its response to the Strategic Review of the Student Visa Program 2011 conducted by the Hon Michael Knight AO.
Mr Knight made 41 recommendations to enhance the quality, integrity and competitiveness of Australia’s international education sector and improve the integrity of the student visa program. The government supports all of Mr Knight’s recommendations with some modifications. 2011年11月9日起NAATI暂停所有中文笔译和普通话口译认证考试
NAATI官方在11月8日发布暂停所有中文笔译和普通话口译认证考试的公告，暂停的主要目的是官方需要调查在公众媒体上面上载的考试材料，以确保考试的公平性。就目前看来，NAATI何时重启2012年二级、三级口译（普通话）和三级中文笔译考试还是未知之数。

NAATI has suspended translator and interpreter accreditation testing in the Mandarin and Chinese language groups from Wednesday, 9 November 2011 until 2012.  The suspension is to allow investigation of test materials being posted on social media within these groups.
NAATI will put new testing arrangements in place for 2012 and will notify all candidates of these arrangements next month.  All tests currently scheduled for 2011 or where applications have been made but not yet scheduled will be conducted under the new testing arrangements in 2012.
This suspension is necessary to protect the integrity of the national accreditation system and to ensure fairness for people who sit the tests without accessing such materials.

   B。课程的学习时间以及基本入学要求
   C。学费等其它基本信息
4. 通过三级笔译中文至英文，笔译英文至中文，或2级以及3级口译中的任何一种，都将获得5分的加分。
5.对于笔译不怎么感兴趣或者对2级口译（NAATI也可加分）比较有信心的同学，或许是个好消息，因为悉尼明年年初将有学校提供此类课程，为期半年，学费也不贵

信息分享一下：来澳洲这么多年了，第一次看到政府对学生签证的申请价格调低资费标准的，小NICE了一下，童鞋们可以多买几颗糖了。
目前资费565AUD，2012年1月1日后递交学生签证申请的，将降低5%。原文如下：
User-pays system under new visa pricing modelTuesday, 29 November 2011．The Gillard Government will implement a new visa fee system to ensure taxpayers are no longer subsidising visa applications, the Minister for Immigration and Citizenship, Chris Bowen MP, announced today.
Mr Bowen said the significant changes included the introduction of a fee for dependants of visa applicants from July 2013.
'If people are bringing family members with them to Australia, the fee will reflect the additional processing and checks for these family members,' Mr Bowen said.
'These changes will bring Australia's visa application charge structures in line with comparable countries. The user-pays approach means that taxpayers will no longer need to subsidise visa applicants.'
Currently, the application fees charged to people wanting to come to Australia do not cover the cost to the Commonwealth of processing the applications. The changes are projected to generate about $613 million over the next four years in revenue.
There will be no change to humanitarian visas as part of the new application fee structure.
Student visa application fees will also decrease by 5 per cent from 1 January 2012, increasing the competitiveness of Australia's international education sector. At the same time, fees for a range of Skills and Business visas will increase by between 5 per cent and 15 per cent.
In addition, some visa programs, such as the overwhelming majority of visitor visas, will be unaffected by the move to user-pays to ensure there is no impact on tourism.
From July 2012 a CPI increase will also apply to the majority of visa application fees and a surcharge will be introduced for optional services such as visa labels.
Other changes to take effect from July 2013 will affect applications for longer-duration visas and for those seeking further visas onshore.
Mr Bowen said to encourage the use of online applications, there would also be an additional charge for people ** a paper-based application where there is an 'e' visa option.
As part of the changes, improvements will be made to the Department of Immigration and Citizenship's IT network.
'We need to maintain our IT development with online applications and biometrics collection and checking,' Mr Bowen said.
'These initiatives will put Australian visa services on a sustainable financial footing, while supporting our position globally as a destination of choice to visit, live, work or study.'
