校区超速---RMS和OSR的判罚不一致，可以APPEAL吗？

Then got a penalty notice from OSR saying 2 points will be charged, after one month I paid the fine, I got another notice from RMS saying my drive license had been suspended as I had been charged 5 points. Is it reasonable?If the second notice is to revise the first one, but I had paid the fine which means I accepted the penalty and I thought it was finalised. Does RMS have the right to revise the notice of OSR?
