That's true in this case.
The buyer did not transfer the title to under his name.
The seller must be careful the buyer could have done something, possible crimes, with this car.

没记错的话，在NSW双方填好rego paper，卖家上RTA网站更新一下就可以了，至于买家transfer title应该是要去RTA的，卖家不需要去。

Not sure in vicroad but in NSW it's not misleading at all:"When you sell your vehicle, it is your responsibility to tell Roads and Maritime Services (replacing Roads and Traffic Authority) that you are no longer the registered owner.If you forget to tell us that you have sold or disposed of the vehicle, you could be held responsible for parking and other driving offences until the new owner transfers registration of the vehicle into their name.To avoid any unnecessary fines, all you need to do is complete and submit a Notice of Disposal."

卖家只需保留一张双方签字的transfer form就行，即不用去vicroads也不用通知。我一般卖完车两周之后上网查一下，输入驾照号就能看到我名下的车，如果转了那张form就可以扔了，没转的话继续保留直到转了为止。

我卖过一辆车，那车REGO过期了，买家就一直没有去RENEW，我去VICROAD要求转名（一般卖家也可以要求转名），工作人员说这个车没有REGO，他们不能做，要买家来续REGO（说白了就是交钱）之后才能转，那我就问如果他去干坏事怎么办，或者有罚单怎么办，他说你就留着transfer paper，有罚单寄给你，你就给他们fax过去，就可以了。
