All sea worthy vessels has to be registered in Australia albeit the portable and inflatable ones. As long as your watercraft is made to or in accord with Australian standard then the Water Rats team will not give a fuss, unless they consider the boating condition is unsafe to the passengers or threat to others.
When a watercraft is underway in the areas you mentioned above you must also comply with standard boating regulations. i.e. PFD1 for all onboard & night light signals, etc. You may refer to Victorian Boating Regulations for further information or check with the local authorities in terms of boating and safety issues.
I strongly advise you to consider the input of all the forum readers above as most times things can get out of hand, especially if you are new to boating rules and understanding of your watercraft and the do's and dont's. As the administrator said no life is worth a fish nor enjoyment of leisure. Sometimes the simpliest unforseen, for example a hook accidentally puncture your watercraft, can leads to tragedy.
