请教一些关于安装卫星天线的申请

想把天线安装在屋顶上，所以就去council要了表格回来申请。有些问题想请教下大家。
council给了张application的表格，第三条是 full copy of title showing all boundaries/easements/covenants on the land. 这个是要在那个land。vic。gov。au的网站上找吗，是不是要收费的呢？原来买房子的section 32里面能找到吗？有没有tx知道的？
另外申请表第七项是要加些information about the proposal
第一项是：any information required by the planning scheme, requested by council or outlined in a council planning permit checklist.
第二项是：plans showing the layout and details of the proposal.
第一个是不是就是写下大概卫星天线的数据什么的，比如多高多宽，是这样吗？
第二条就是给画个卫星天线的大概的方位图，是这样吗？
