Hi LZ, the info you got is wrong, By law, if the tenant couldn't get repair for urgent matters from the agent or landlord, they can arrange repair by themself, if the cost is under $1800. So your bill is still under limit. But you can ask the tenant, have them contacted the agent or agent's plumber when prolblem happened, how many times did they call, any record of that, as the tenant needs to take reasonalble steps to contact the agent or the authorized plumber first, they can't just ring any plumber and ask you to pay for it.
