I guess he was talking about NSW. In Victoria, it's different.
No need to register before auction. It's recommended to get pre-approval though, as contract can not be subject to finance approval, nor buidling or pest inspection.
10% deposit is normaly required on the day, so better to have cheque book ready.
I don't know how to spot a dummy bidder, but it's important to stick with your budget.
