关于Vapour Barrier各位童鞋也留意一下。我的inspector很坚持要Carlisle把它提高到墙沿的高度杜绝泥土里的水进屋的可能，被拒绝，来回吵了几个月。结果我到building commission申诉不到两周，carlise就给修正了。

Recently I have contected with the builder , found there are much difference service and poor communication with the clientbetween differrenct country.

You should...
Simple, download a form from building commission website and fill it in, put together building contract, floor plan, inspection reports if any, records of communicating with the builder (email or letters) and then submit to them. They have an office near China town, between Collins and Burke, submit in person or by post will be fine.
No fee. They are good and will follow up with you by phone and then speak to the builder.
