land survey issue

I am choosing carlisle as my builder to build my house, they asked me to re-survey again in the contract, before carlisle did the survey and found only one peg in my block, in fact the fences (left, right and rear) all set up, carlisle still ask me to pay $ 840 to re-survey again. has anyone met this issue before? my executive is Jaime Schmidt, she is not nice, has a very serious face. not good luck, but sale consultant deb is very nice, she told me that this shouldn't re-do, due to all fences there, but jaime said that re-survey has to do, otherwise can't do any construction work. any suggestions? thanks
