必须是10月1日以后欠合同的才可以。
The grant of $15,000 applies to
eligible transactions entered into on or after 1 October 2012
and before 1January 2014.
An eligible transaction is:
(a) a contract made on or after 1 October 2012 for the purchase of a new home in New South Wales, or
(b)
a comprehensive home building contract made on or after 1 October 2012
by the owner of the land in New South Wales or a person who will on completion of the contract be the owner of land in New South Wales, to have a home built on it, or the building of a home in New South Wales by the owner builder if the building work commences on or after 1 October 2012.
这明显是告诉BUILDER你可以涨价了，这多加的钱大多数是给BUILDR的。

你看看现在90%以上知道这个消息的人，第一反应就是楼花要涨了。
所以真到10月1号后，人们反而更加保守了。
所以这个政策真能大幅提高新房价格只有一种方法，就是到10月1号凌晨突然大幅提高补贴力度并且即时生效。

08年陆克文提高首置津贴就是这样的呀，下午宣布的说当天开始签的合同都生效。
