对council决定不满，哪里可以去申诉？

2周前发贴，康搜收我绿色垃圾桶的钱。我从来没有绿色桶，有物业管理，不是豪斯，没有院子。
康搜今天说，今年的可以减去。去年的不可以（去年没看懂账单上有，没注意糊涂交了，以为green waste是绿色盖子的 -一般家庭垃圾不也是绿的，今年才明白那是植物的）。
我不满意这个决定，因为去年他们也没有发卡车过来，没有工人过来，为什么要给1个从没有存在的服务付钱？
不满意他们决定，去哪里申诉？可以去消协吗？
有经验人请支招。谢谢

没人知道吗？今天打电话，他们说，上个财政年度不能返我120块钱绿色垃圾桶，只能还这个财政年度的。
我问他们有什么条款这样规定，他们说不出来。。
怎么办，有什么方法让他们还钱给我？主要是不想交钱给1个从没有存在的服务！

只能是法院判才行， council是地区政府。

这不是斗气，这是维护自己的正当权益，你来澳洲这么多年，怎么还就转不过弯来？
如果lz确定去年被收取了这个费用，你可以去http://www.ombo.nsw.gov.au/complaints
进行申诉，
What you can complain about to us
Our complaint handling work is aimed at exposing and eliminating conduct that is illegal, unreasonable, unjust or oppressive, improperly discriminatory, based on improper or irrelevant grounds, based on a mistake of law or fact, or otherwise wrong.
We handle complaints about: NSW State government departments and authorities
记得保留你申诉的ref no. 也会有专人跟进你的case, 根据我申诉的经验，态度很好，问题解决的也很快。
另外，即使你申诉的结果不满意，你还可以申请review, 据说态度就更好了，我的问题还没有到这一步就解决了。
Unhappy with our decision
We are committed to improving our service to the public and we welcome your views, even if they are critical. We pay close attention to all suggestions and complaints we receive about our service.
If you are unhappy with our decision, you can ask for your case to be reviewed. For us to conduct a review, you need to tell us how we have erred in reaching our decision, or provide us with new and important information that is relevant to the decision we have made. If we agree to review our decision, your request will be assigned to a staff member who was not involved in handling your complaint. We will only review a decision once.
A review is not a reinvestigation of a complaint. We are looking at whether the processes our staff followed were fair and adequate, and whether the conclusions reached were reasonable on the information available to us and properly explained.
即使你reviewed 后结果还不满意，你还可以申请议员来review OMBO的，但是the committee cannot review our decisions about individual complaints.不过你这个case很简单，应该也到不了这一步。
