LZ should be a lady, does NOT have much experience to deal with a man. The contractor raised the price and refused 3 times. This is a polite way to tell/hint you he has difficulty to execute the contract, considering you two are introduced by a mutual friend.
In other words, as the contractor, he did NOT start the contract which he is unable to finish and he did not take your money and run away. In the sense, he is good guy.
