关于我家的planning scheme 有几点看不明白，求高手解释

RESIDENTIAL 3 ZONE
Shown on the planning scheme map as R3Z.
Purpose
To provide for residential development at a range of densities with a variety of dwellings to
meet the housing needs of all households.
To encourage residential development that respects the neighbourhood character.
To limit the maximum height of a dwelling or residential building.
Section 1 - Permit not required
Dependent person's unit Must be the only dependent person's unit on the
lot.
Construction and extension of one dwelling on a lot
Permit requirement
A permit is required to construct or extend one dwelling on:
? A lot of less than 300 square metres.
? A lot of between 300 square metres and 500 square metres if specified in the schedule to
this zone.

R3好像是中密度住宅区吧。能造Villa和TH的。

Dependent person's unit 是不是就是我们平常说granny flat？
Villa有标准嘛？我的意愿是想加建一个三房的unit，town house的话是不是一定要attached才可以
今天收到了knox city的回复，后院的角落地下有水管，但看图很短，估计也就最多1米，这会有影响嘛？
