You don't have to do the hardwood fence. There is no reason that your neighbor can force you to find a licensed guy to do the hardwood job.
Just tell her what you can pay is only $600(or half of the cheapest quote). Then she can find anyone she likes to do the work. Don't worry too much about what your neighbors think. If they are mean, they are mean no matter whatever you've done for them.

Yeah, agree with your views.
Guess the fence will never get replaced if we play hardballs.
The fence is about to collapse to my side (the other side is her garage), may cause safety issues. That’s why I want to get it done asap.
I’m happy to go with the market standard - “treated pine”, just to have a safe backyard.
