In today's market, if the agent is telling you that someone is offering higher than you, 90% is true, if the house is popular there is no point of lying. however just remember the agent legally have to report all offer to the vendor, so you can insist the price and ask him to go to the vendor with your offer.
the worst thing is, the vendor rejects. then you can put the offer up. you have nothing to lose.
Make a valid time for your offer, say 1 day, you dont want the vendor to use your offer to push up other buyers, vice versa.
