That's true also.  
Yah.. Soil test has been done before by another firm.  Long story short we went through a design once with a custom builder but pull the plug in the end.  They had the soil test done at that time and we can re-use that.

I ended up using the initial quote.  I tried to call the engineer used by Mr Karaoke a few times but couldn't get through to him.

is it all u paid for obtaining the building permit?
did u need to pay for energy consultant for energy rating?
also how much do u pay for the 'legal point of discharge' I am not sure about this myself but I suppose this is the one u engage a plumber?

Yes, you do need energy rating certificate, about 300AUD I think.  To connect to the authority's sewer line you need to apply through the water authority (for us is Yarra Valley water), less than one hundred dollar.  
You need to get a building surveyor to assess your application.

We are owner building at the moment.  Very hard job... ..  I en-countered lots of issues.
