With respect to occupancy permits, section 42 of the
Domestic Building Contracts Act 1995 sets out the conditions to be met before a builder can request a final payment from you.
The final payment cannot be claimed until the work carried out under the contract has been completed in accordance with the plans and specifications set out in the contract and the building owner has been given either a copy of the occupancy permit or a copy of the certificate of final inspection. You should read the contract and if you don’t understand it, seek legal advice.

花园包不包要看当时的合同了。一般builder报价不包括只是为了让顾客一开始看见的数目没有这么大而已。很多Local builder会包括进去的。

如果不包的话，那不是全乱套了， builder 盖的房子不是没人检查了吗？
我们盖的房子都是包OC的，但是PCA检查的费用是OWNER出。
而且钱都是扣到拿OC才全款付的，那不到OC是BUILDER的问题，你可以不给钱的。

不知道会否有人知道,如果新房子已经出了strata plan但是occupation certificate迟迟出不来,是不是建筑质量有问题?

不是， OC 需要所有的证书， STRAT PLAN可以在OC之前做，但是OC 有时候会很慢，比如说电工没收到钱，所以卡着电工证书不给， OC 就没办法拿。
