The fair comparison is if you want a particular car what is the difference between buy it outright (by savings or dealer loan or redraw from mortgage) and novated lease. It sounds correct you have more savings if higher income, cheaper car and higher mileage. However, these factors are all FIXED for individual so how much others can save does not matter to you. You have fixed income, the car you want and certain mileage you can travel.

Lease with running cost or lease without running cost, can we pick one of them?
Lease with running cost can save GST on running cost, but need to pay admin fee which is close to paying GST if not travel a lot. Is it correct?

You most likely still need to pay admin fee even without packaging running cost and indeed most of the saving is from the income tax reduction based on the running cost. And the GST should outweight the admin fee (which is also from your post tax income).
