agree! It is more likely a case if the vendor hold the property for less than a few years. For instance, say 5 years.
I have some same experience. One case the vendor paid $120k and sold for $96k. And another case the vendor paid near $600k and sold for $495k. In both cases, they had to get the banks' approvals. In the first case, the agent called the bank directly in the front of us. That is why I known the full story.
In the first case, the bank agreed to write off the debit after the settlement. This is because 1. a part of the case is the government's problem. (note: this is another story.). 2. the balance amount is not much.
In the second case, the vendor had to make a cash payment to the bank at the settlement.
However, lz still needs to do your own homework carefully. "offer给的比vendor欠银行的钱还少" doesn't mean it must be a good deal. It only means the vendor may make an improper purchase at that time. It doesn't mean the property is selling cheap since any property is sold at its market price. It will be a good help if lz can understand why the 房东要卖房. Try to avoid a property which is not suitable for yourself ever it is selling "比vendor欠银行的钱还少", especially "一个在市场上买了很久的房子".
