我买房时都一直那样交费，以为是按规定收费。

A dual occupancy is a single lot that contains two dwellings or flats. These may be:
- an existing dwelling that is converted into two dwellings
- a second dwelling that is erected where there is an existing dwelling; also known as a granny flat
- two dwellings that are erected.
Each dwelling must have its own living area, cooking facility and toilet but may share the laundry, garden and driveway with the other dwelling.
A dual occupancy may have:
- one or two meters
- one or two wastewater connections.
You will pay a water service charge based on the number of meters fitted. You will also pay a wastewater service charge for each dwelling.
