Really? The case I know is this company that own an apartment block in Clayton (quite a few apartments rented to students) and didn't lodge the bond to RTBA, he was fine (ten of thousands) and also make to payment the interest on the bond...
Not sure how true this is.. but if they don't have penalties, then a lot of landlords will just take the bond and only lodge it when tenants complain. Not the outcome they want.
