Penalty on breaking fixed rate loan is not a certain amount or percentage. It depends on the rate when you fixed & when you repaid, it depends on the loan amount and term etc. For example:
Mr X fixed his $300,000 home loan at 8% for 3 years in 2012.
He wants to pay off the loan in 2013(Fixed rate now drops to 7%). He called the bank asking for break costs.
Bank will calculate as such:
The funding rate(Note:This is an internal rate held in the bank, it's not diclosed to customers or even staffs) in 2012 was 7%.
The funding rate in 2013 now is $5%.
So you need to compensate the 2% difference for the rest two years, and in that case it's $300k*2%*2=$12,000.
Obviously it varis in diffefrent cases, but the concept is same.
